Definition and Legal Status
Tax Agent
A Tax Agent in the UAE is a professional, either an individual or a firm, that is formally approved and registered with the UAE’s Federal Tax Authority (FTA). They are legally authorized to act on behalf of taxpayers in their dealings with the FTA. To become a registered tax agent, an individual or firm must meet specific qualification criteria, pass the FTA’s Tax Agent Examination, undergo background checks, and hold the required professional indemnity insurance. Once approved, the agent’s information is published in the official FTA register of tax agents.
Tax Consultant
A tax consultant is a professional who offers tax advice and planning services. This group includes accountants, advisors, or tax specialists. However, it is not mandatory for them to register as tax agents. The role of a consultant is primarily advisory and strategic, rather than representative.
Authority and Representation Rights
One key difference between a tax agent and a tax consultant is their legal authority. A tax agent can legally represent clients in communications with the FTA. This includes submitting VAT, corporate tax, and other returns, as well as filing reconsideration requests or fulfilling obligations on behalf of the taxpayer.
In contrast, a tax consultant does not have the automatic legal right to represent a client before the FTA. Their role is limited to advisory and preparatory support, which includes helping prepare documents, advising on tax strategy, and explaining regulatory requirements. They cannot act as the taxpayer’s official voice unless they are registered with the FTA.

Practical Business Use of a Tax Agent in the UAE
Under UAE law, only FTA-registered tax agents are authorized to represent taxpayers before the FTA.
1. Tax Registration and Deregistration
Businesses hire tax agents for:
VAT registration and deregistration
Corporate tax registration
Amendments to tax records on Emara Tax
2. Preparation and Filing of Tax Returns
Tax agents are commonly used for routine compliance activities such as:
VAT return preparation and submission
Corporate tax return filing
Ensuring deadline compliance to avoid penalties
3. Representation Before the FTA
This includes responding to FTA queries and notices, representing businesses during tax audits, and submitting documents and explanations to the FTA.
4. Penalty Management and Dispute Resolution
Tax agents assist businesses with penalty reconsideration requests, objections against tax assessments, and follow-ups on FTA decisions and outcomes.
5. EmaraTax Portal Management
Many businesses delegate EmaraTax portal access to tax agents for monitoring notifications, uploading disclosures, and managing correspondence with the FTA. EmaraTax is the official online portal of the FTA. It serves as the single digital platform through which individuals and businesses register, file, pay, and manage all federal taxes in the UAE.
Purpose of Emara Tax Portal
The portal was introduced to centralize all UAE federal tax services. It replaces the older FTA e-services system, improves transparency, tracking, and compliance, and provides a single login for all tax types.
